Berry was out with a heel injury and Ware remained out with a hamstring injury. The Chiefs kept tarps on it as long as possible, but they were removed 2 hours before kickoff and snow began to accumulate.The middle of the field was already turning into a quagmire during warmups, as was the south end zone, where players and personnel enter and exit the field. Workers were trying their best to keep it in shape with a tractor load of dry dirt and gravel. Ballard said he wasn’t going to overspend, and he meant it.Teams that don’t spend all their cap space this year can roll cap space into next year, so Ballard may think the Colts are positioned not only to be a good team in 2019, but to spend whatever it takes to address any needs in 2020.
